She is effective but I don’t know that she is the most effective in history. First has she done anything to bring water to Arizona or southern California from Mexico?. I think not. She has done great things for water resources for Texas farmers. We love our Texas oranges and peaches big time. Grapefruit lovers love Texas grapefruit. She is a reasonable person who is very smart and has put in place worthwhile policies.
I’ll give her most effective in Recent history for sure, I won’t say most effective in history tho, that covers a LOT of people that modern folks know nothing about.
